City Approves Contract for Library Project

ELK GROVE, CA (MPG) - The Elk Grove City Council took a significant step toward making its Elk Grove Boulevard Library Improvement Project a reality at its first meeting of 2025 with the approval of a resolution authorizing the city manager to execute a nearly $10,000,000 construction contract for the project.
At a Jan. 8 City Council meeting, the council unanimously approved the resolution allowing the city manager to execute a contract with the Sunnyvale-based company SC Builders, Inc. The resolution also gives the city manager the ability to authorize an additional $934,600 for potential change orders. 
The item was approved on the consent agenda, which does not allow discussion. All items on the consent agenda are approved in a single vote. Councilors can ask for items to be pulled for individual review to allow for discussion.
According to staff reports, the city first put out the project for bid on Sept. 27 and subsequently received four bids. Three of the bids were non-responsive, meaning they failed to meet the requirements of the request for proposal. On Nov. 13, the city council directed the city’s Public Works Department to reject all bids and re-bid the project. 
During the second round of bids, the city received six proposals; SC Builders, Inc. came in at the lowest, followed by a non-responsive bid from DL Falk Construction, Inc. at about $9.7 million. Mesa Energy was the second-lowest responsive bid at about $9.9 million, before potential overruns are included.
Staff recommended the council approve SC Builders’ proposal or face decreased interest in another round of bids. 
The contract does allow for the city manager to execute a similar construction contract with Mesa Energy Systems, Inc., should SC Builders, Inc. not meet its filing obligations, according to the resolution. 
The city council voted in 2023 to approve plans to move its Elk Grove Library, currently located at 8900 Elk Grove Blvd., to 9260 Elk Grove Blvd.
 According to city officials, the community had outgrown its current location. The new location, a former Rite Aid and homeless shelter on the southwest corner of Waterman Road and Elk Grove Boulevard, would need renovations before the library could move in.
The project will include a full interior renovation, parking lot improvements, new landscaping and other new amenities. 
The project is expected to cost $13,964,946, with $10.28 million of that being construction and contingency costs, according to staff reports. The project budget is $15,196,012. More than $7 million of that budget comes from state grant funding.
