Baulwin Appointed to Vacant School Board Seat

ELK GROVE, CA (MPG) - After a nearly 5 and ½ hour special session last week, the Elk Grove Unified School District Board of Trustees voted to appoint Delia Baulwin to the vacant area 4 seat.
Baulwin will fill the vacancy created by the December resignation of trustee Gina Jamerson. Jamerson was appointed to the seat in 2021, after Bobbie Singh-Allen resigned from the chair following her successful 2020 bid for Elk Grove mayor. Jamerson was then elected to a full four-year term in 2022.
Baulwin was appointed and sworn in during the board’s Feb. 13 meeting.
The board members could have held a special election to find a replacement for the vacancy, which would have cost an estimated $324,000. A special election also would have kept the seat open until the election, which would have been open for reelection in November 2026.
Area 4 includes Laguna Creek High School; and John Ehrhardt, Elliott Ranch, Foulks Ranch, Marion Mix, Joseph Sims and Stone Lake elementary schools.
Baulwin was selected from seven other candidates, each of which went through an approximately 25-minute interview in front of the board.
“I am very grateful to be here sharing a little bit about myself with you all,” Baulwin said during her interview. “I am deeply committed to the educational success of not just my children, but of all children in my community.”
A former educator, Baulwin currently serves as a city commissioner for the Diversity and Inclusion Commission. She highlighted her work organizing the annual raising of the pride flag at City Hall during pride month, helping with the creation of Elk Grove’s land acknowledgement and organizing the city’s multicultural festival.
She also serves as a board member for EG Speaks, a grassroots nonprofit organization that supports students with disabilities and their families within the Elk Grove School District by providing support, resources and connections.
Baulwin currently works in human resources with the California Department of Human Resources and has children enrolled at Laguna Creek High School, Elliott Ranch Elementary and John Ehrhardt Elementary. She has also served as a school site council parent.
“Though I have switched career paths…I am still very committed to educational success to our students in Elk Grove,” Baulwin said. “As a first-generation college graduate myself, I know first-hand the impact of having a quality educational experience, and I know that EGUSD is providing high-quality education to ensure that all students are reaching their highest potential.”
During public comment, 12 people spoke in favor of Baulwin’s appointment.
Mayor Singh-Allen congratulated Baulwin in a statement on Facebook.
“With a strong background in education and students with special needs, she will bring her experience and passion to the school board,” Singh-Allen wrote. She is also a parent to students currently in the school district. Congratulations Delia.”
Baulwin’s first meeting as a voting member was on Feb. 18.
